Notes to me in response to my post made it plain that the lock-out was
not directed solely at me, and I imediately began considering that you
might be experiencing bandwidth, load-factor, and/or CPU-busy problems
because folks were jumping on the band(width)wagon. 

My response was over the top. Not only did I commit the cardinal sin
of ass-u-me-ing that the block was directed at me, but also I posted
my observations on the subject to the list as well as to you. I do 
hereby apologize in the same venue in which my offense was committed,
and desire others to note that I make a public apology.

I do monitor the activity on my website pretty much continuously, and
am mildly surprised that you aren't doing the same thing, particularly 
after seeing your post including this sentence:
"One person has accessed one file nine tmes."

I will happily host the files in parallel with you, if you like. That 
will, of course, require that I have access, somehow, to the files I
haven't yet fetched. I have these
