[CW] YL Awards and CW

I had contacted KG4TUG on CW from FK and T2 and received QSLs - so
when I contacted her from the Cook Islands yesterday on 18 MHz SSB, I
was surprised at my question "Are you going to work CW later?"
She said: - I don't do CW! You might have worked this station, but
it wasn't me.
This brings up an interesting problem - ARRL rules allow N1EA to get
credit for a contact with - say BS7H - but I don't have to be the
operator.
This is very logical especially if you remember the history of station licenses.
In the 1930s if my 15 year old older brother had applied for a radio
amateur license, he would have been issued a operator's license and a
station license - perhaps W1BAA or something.
If I later applied assuming I was also was living at the same address
- I would just receive an operator's license. The FCC wouldn't issue
a second station license for the same location. We'd both use W1BAA
station license.
If I moved to a differnet location in New England (1st FCC call area),
I'd have to apply for a station license to use a station at my
location. If I moved to NYC, I'd have to apply to the NYC office to
get a 2nd district call - perhaps W2BAA...
I guess people never thought that the DXCC YL and other YL awards
would run into this problem.
Since things have been very slow, I offer this for discussion!
