You missed the fact that such modes are already allowed all over the CW/data 
parts of the bands. The only limitations are that fully-automatic stations are 
only allowed
in certain parts of the bands, and that semi-automatic stations outside those 
parts are limited to 500 Hz bandwidth.

Read the *current* rules - they're pretty scary!
