Another program I forgot to mention is WordPad, a useful utility that's supplied with Windows OSes. (Tnx George, KC1V, for reminding me of that.)
If you set WordPad to Wrap at Ruler, use Times New Roman as the font and a type size of 14 (for legibility), you will get 66 characters to the line.
Two more items that just came to mind (Hey! It's been a half century!), is that in radio school we used double spacing between lines and the typewriters were ALL CAPS, no lowercase. For those not familiar with the old mechanical typewriters, each had a small lever that provided limited control over line spacing.
Acting as the devil's advocate: I'm sure many (if not all) of us realize one could easily "qualify" for any code run (ie, how about an 80 WPM run?) by using any one of the readily available pieces of software that copy CW. One could paper a shack's wall with all sorts of certificates, including "diplomas" from a diploma mill.
But then, can one stand and deliver?
