[CW] Spark and CW Sound Files Added to Radio Officers page

Several new playable sound files have been added to the sound files page.

One file is a recording of an early amateur recording made in Geneva, NY
by W8AAR, W8AFE and W8DST who were all in Geneva,NY. (That's why the
'phone transmissions were so nice!)
It features an old spark transmitter and "modern" (for 1938) CW and 'phone
transmissions.
Upstate New York state was in the 8th radio district before WW2. It
became W2 after WW2 and the stations changed the number from 8 to 2.
The other recording is that of a Radio Officer being interviewed over
"Radio Free America" it was made about 1990.
