I read the rules, too. I must admit, I'm puzzled.

If this activity ends 00:00Z Sep 18, this means it ends with the first 
minute of Sunday. A contact made at 00:01Z (Sunday, 18th) or later will 
be out of time.

I.M.H.O. this is a mistake. The rules should say it ends at 23:59Z Sep 18.
