Yes you can.

But if you're a General (the most populous HF license class) this R&O
prohibits you from *ANY* operation in fully 45% of the 75/80m band.  If
your new-imporved 1/3-sized CW/rtty/data band is full of signals you can go
up above 3800 somewhere and pump out a few CQ's.  Good luck on that one now!
