That is what I questioned too.  I always thought that just 
because 'phone' was allowed in a certain range of 
frequencies, it did not exclude other modes.  The 'phone' 
allocation only excluded 'phone' from areas not earmarked 
for 'phone' operation.

Of course the other point is well taken.  Hard to work any 
other mode through a 'phone' pileup.
