[CW] Novices get General CW privs

There was another way of looking towards this:

If I wanted to spend time with new comers to the hobby and encourage them, I 
knew where to best spend my time.

For the past 40 years I have made it a habit to spend a good percentage of 
my operating time at 5 wpm (old Novices were 5 wpm also!) in the "novice 
band" - also it was a great place for the "non traditional" operators.  I've 
found more than my share of American Morse operations there.  (I must admit 
it might have confused some of the Novices though!)

So perhaps a "ghetto" to some, but a great place to meet the new comers to 
others.

In fact, if I had a choice, perhaps I'd choose the ghetto to the "main 
stream" places - I've met some wonderful people in the "ghetto".

Remember Egypt - they have good civilian operators!

ABSOLUTELY!

Keeping the Novices segregated up in their own little CW ghetto, and not
exposing them to 'mainstream' hams was a huge mistake IMHO.
