Jason,

Is this "file" a burnishing tool?  A burnishing tool would be about 1/4 inch
wide by about 3-1/2 inches long and very thin perhaps about 1/32 inch thick.

Vibroplex sells them, as well as one fellow on eBay has them.  His say
"approved by Vibroplex" on the ad copy so if searching, search "full text" 
and you'll find it.

To use the burnishiing tool, put the tool between the contacts, and operate
the bug (or a switch or relay) by hand to provide pressure on the contact
while you move the burnishing tool in and out (like a file). The burnishing
tool has a very very fine abrasive on it, so it only removes oxidation, not
the metal.

In the case of the dot contact you'll have to hold both contact points
themselves because of the dot spring which is attached to one of the contact
points.  (The other contact point is on the end of the screw on the dot
contact post.)

The dash lever is easier:  You can easily use your thumb to close the
contact with the burnishing tool inside.

Is this what you have?  Or is it truly a file - with teeth?  A burnisher has
no teeth it just has a rough surface of tungstun (hard metal) to smooth and
brighten the contacts.

I picked up a nice old Lightning bug of 1955 vintage - the previous
owner wrote his name and some basic info on the side of the box.  After
a little investigation it appears he used it while stationed at Wakkanai
Air Station, 1st RSM, and by what I can tell he was active at least in
1955 so probably the only user/owner of the bug.

In the bottom of the box there is a small file with Vibroplex stamped on
it - I assme this was for filing down the contacts?  Seems a bit rough
for that type of use though...
