I'll bet if the Department of Motor Vehicles indicated that in a few 
years or months the rules would likely be changed so that people with 
learners permits would be able to upgrade to full drivers licenses 
without having to take a driving test, there would be a lot of people 
renewing their learners permits and not bothering to take a driving test 
to get a license.
