To tell the truth, I really don't know where that came from, although your explanation sounds as good as any! I've been a member of QMN for some years now, and it never occurred to me to ask. There are still one or two of the founders left, so I'll have to ask.
One thing I failed to mention ... if you listen into QMN it can be a bit intimidating at first. QMN is run very efficiently, and most of the members are quite skilled and the exchanges are very terse and often very fast (although usually not as fast as the TCC). However, about five or ten minutes into the net the NCS will slow down, and whenever someone checks in at a slower speed, NCS will be happy to slow down to your speed. If you want to have an opportunity to improve your speed, regularly checking into QMN is a good way to do it.
QMN meets on 3663 every night at 7:30 and 10:00 PM Eastern time. The net is typically quite short. Most traffic is passed on adjacent frequencies, so net sessions that last a half hour are fairly unusual. Typically, the net meets for 10 to 15 minutes.
