Happened during a "repeater war" where a disgruntled ex-club-member was
doing everything he could find to make life miserable for the elected and
appointed club leadership. He reported our 'violation' to the St Paul FCC
Engineer in Charge (also a ham, K0AM) who was then duty-bound to issue an
official speeding ticket.

The FCC notice required an answer detailing the action taken to correct the
violation/prevent future occurrences.

FCC wasn't picking a battle with our club. Had the problem been noted
without an outside complaint, I'm sure I'd have gotten a friendly informal
phone call from Frank, not a formal notice of violation.
