What really matters from the regulators' point of view is how wide the signal 
is at the 23 db down points. I dunno why they chose 23 db down, but that's 
their standard. For OOK signals, the rise/fall times and the shape of the 
rise-fall determine that -23 db bandwidth, up to the point where the keying speed 
becomes close to the rise/fall time.
