data-mode signal they wanted in any of the so-called CW bands right this
moment and be completely legal in doing so.
Under the "bandwidth proposal", wider bandwidth signals such as packet or
AmTOR would no longer be allowed in the lower segments of the bands.
I don't agree with all the tenets of the "bandwidth proposal" either, but if
you read it carefully you'll find that CW actually GAINS protection as
compared to the current regulations.
