That's just not true.  There was a brief upsurge, but things quickly settled 
back down to about where they had been, just as with Novice Enhancement and 
the more recent universal 5 wpm code test.  So far, none of the attempts to 
create a vast influx of newcomers to amateur radio have succeeded.

If the no-code NPRM passes, I predict the same thing will happen again.
