[CW] Licensing?

I work a number of old-timers on CW.

A few have told me they can no longer work fone.  Too
hard to hear.

But, the one continued, on CW, I can tune for a pitch I
can hear and then crank the volume.

His fist (yes, a straight key) was still like Kentucky
Whiskey.
