When I went for my General at the age of 19, I didn't question the requirements. I just told myself that if I wanted the General class privileges, that's what I had to do. And I had to learn the General material too because that was the foundation of knowledge that all hams need to have to be a General class.
I rose to the occasion and learned the stuff. But then again, I never had any sympathy for folks that asked me, "Is that going to be on the test?" as if that was the only reason to learn something. That's the mentality that has prevailed in the NPRM.
