Another Slant On it...
With no more code tests,  maybe there will be less new licensees who think
they can send when they really can't and the ones who can't now will slowly
fade away, leaving the cw sub-bands for us guys who enjoy cw and can
actually send and recieve..

Well, there's the attitude that would make people want to learn code.

They could keep practicing into a dummy load until their fist was perfect and, only then, would the be "allowed" on the code sub-bands. An occasional string of dots would be a thing of the past.  Perfect code for Joe to copy, yet who would be sending it? There are no perfect fists.........
