Thanks to your prodding, I found a OGG plug in for Adobe Audition 1.5.

Now I will be able to archive my files in ogg format without loss of sound.

   I don't think compression necessarily results in a loss of quality.
MP3 is a lossy compression scheme.  OGG is a loss less compression scheme.
You can convert a WAV file to OGG and back and the two WAV files will
compare byte for byte.  (as I am told)

   "loss of quality" often exists where no compression exists.
