[CW] Free Ham License for Commercial Licensees

For what it is worth, the "official" name of the 1st and 2nd class 
radiotelephone licenses is the General Radiotelephone Operator's License - 
which is "GROL".  This is printed in small print right on my 1st class 
'phone license.

ITU regulations require a General (and restricted) Radiotelephone Operator's 
licenses for stations radiating in International areas.

Unfortunately the FCC, under President Ronald Reagan - who first got a leg 
up in the world economically by using such a license - ruled internally that 
a GROL was no longer needed for AM/FM/TV stations because "they didn't 
radiate internationally or cross any borders".

While the majority of other countries require broadcast stations to use 
people with GROL licenses, USA does not.  In fact new GROL licenses are 
SPECIFICALLY endoresed to be NOT valid on broadcast stations.

Pretty irritating to me.

Plus they don't authorize CW (this keeps the message on topic?).

The GROL can mean very little now that schools
guarantee a pass by teaching you the answers.
I had 2 jobs that required a GROL but both later
dumped the requirement after the license became
a joke. In both cases they came up with their
own internal RF Tech test for which answers
were not in the "public domain' !
If you can pass the RF Tech test the BNSF railroad
gives .... you should get an honorary FCC 1st phone.
