Someone else mentioned W5YI giving "Commercial" tests. I assume this refers to
the "General radiotelephone" license, which is really meaningless. When I
refer to a "Commercial License" I mean something like the 2nd Radiotelegraph.
When the FCC dropped 1st and 2nd Phone licenses, the TV and Broadcast folks
had to come up with their own certification, since the GROL was already a
"box-top" license.
