NO!!! The integrity of the ARRL, and particularly "other" VEC has been 
demonstrated. Let us not reduce the COMMERCIAL license to little more tha a 
"box-top" ticket. As for the idea that 2nd Class CW holders might not be "up" 
on Part 97, I have noted that Part 97 is given little attention in the 
current exams.
