[CW] A backup plan if BPL fizzles?

Well that probably is just as bad for some, as BPL would be for us.  
Consider, out here in the hinterlands, 46 miles from the nearest TV station, with the 
rest being from 60 to 120 miles away, I can pick up some 26 channels on my 
outdoor antenna.  True, only about 10-12 of them are of what I would consider 
"good" quality, with he rest being fair-to-middlin for viewing.   Luckly, I am on 
cable, being only a mile from the next county over, which has a much larger 
population: 36,000, versus 12,000 here.  Less than 500 families here, are on 
cable.  The company has promised us a "large" increase in cable runs, but as 
they were setting up to do that, they had a bankruptsy, and suddenly I saw them 
picking up all the cable rolls out here that they already had dropped, in 
prepreation of giving us an updated quality system ( and broadband - drat it).  

What this comes down to us : Which "unused" channels are they talking about?  
True that does leave some 100  channels, "unsued" by me, but what does that 
have to do with people 50 miles North, South,East, or West of me.  They dont 
see exactly the same line up that I see, but at least to the North and East, 
undoubtdly see many more than I.  How about the future>?  If they used unusued" 
channels, then does that mean that those channels would lno longer be available 
for new stations which wish to service their local areas?  Ill bet they would 
license such a system, only to turn around and say:  Hey you have to get off, 
we have a 5,000 watt station license to issue onl your channel.  That would 
upset a heck of a lot more people, than they are stirring up here with BPL.
