If you think the ARRL proposal is bad, check out the NCVEC proposal. Has all the bad ideas of the ARRL proposal plus some that are much, much worse. NCVEC proposal is so bad it makes the ARRL one look good by comparison.
For the number of US hams by class:
1) http://www.ah0a.org - US, UK and JA license numbers.
2) http://www.arrl.org , then search on "license counts" for a listing by state and license class
3) http://www.google.com , then search on "N2EY ARS License Numbers". I've been posting the number of US hams by class there twice a month for a couple years now. My posts are based on the ARRL numbers.
