[CW] petitions for rulemaking

there are three new petitions for rulemaking for
amateur radio license restructuring that the fcc is
soliciting comments on.
they are numbered RM-10867, RM-10868, RM-10869, and
RM-10870.
i particularly objected to RM-10870, filed by the
national conference of volunteer examiner
coordinators. their petition would prohibit licensees
with the entry-level license from homebrewing their
own apparatus(!). i feel this is at odds with the
purpose of the amateur radio service ".. expansion of
the existing reservoir within the Amateur Radio
Service of trained operators, technicians, and
electronic experts." in contrast, i think radio
amateurs should be -encouraged- to build their own
apparatus.
