Mike,
You can also send the keyed signal into a dummy load that can take the
power, and is constructed to hold the the heat in.
If you put 100% of the signal (key down or 100% duty cycle) into this unit,
then you will obtain a certain temperature change after 5 minutes.
If you allow the dummy load unit to cool down completely, then you test your
transmitter again for exactly 5 minutes again, but with the type of
transmission you wish to find the duty cycle of.
The ratio of the temperature rise of the second to the temperature rise of
the first will give you a figure for the duty cycle.
I think the device used is called a "caloric wattmeter".
