For those of you trying to download the BPL NPRM, or file comments,
portions of the fcc site will be down for maint until monday.

from the fcc home page -

NOTICE: Many of the FCC's electronic filing and licensing systems will be 
unavailable to the public from 6:00 p.m. (EDT) on Friday March 5, until 
6:00 a.m. on Monday March 8 in order to facilitate system upgrades.
"

The FCC is allowing for express comments to be filed before the nprm is
listed on the federal register.  So let them know what you think.
