[CW] subands

We here in the USA should be pushing for the ITU/IARL to insure subbands are 
set up world wide.  Having them in just one area is absolutely useless.  You 
have never been so QRMd as trying to  work CW on a lower portion of a band, and 
having some dumb woman working her friends across town on SSB, 3 KC above 
you.  I put up with that for 2 years in Caracas, and it aint fun.  Signals, even 
QRP, do not stop at borders.
