Not just that - disallowing entry level hams *any* homebrewing of 
transmitters except the assembly of "authorized" kits.

The proposals are bad enough, but to really get the flavor, you have to read 
the proposal and let the tone of it soak in.

Better yet, read the paper "Amateur Radio in the 21st Century" by KL7CC. See 
what the thinking is behind the  NCVEC proposal.

About W3BE: It is not at all clear how much of the proposal he had a hand in, 
nor how much of it he approved of.
