W3BE is a member of the NCVEC Rules Committee, the
group that prepared the document 'Amateur Radio in
the 21st Century', which you can read on the web at:

the first proposal is to eliminate *all* morse code
requirements from the testing regimen.

other proposals are disallowing entry level
licensees from using transmitters that exceed 30v
applied to the final pa (effictively, no vacuum 
tube transmitters) and reallocating the novice
bands to allow all modes.

if i were in qcwa (i'm not), i would be reluctant to
vote for W3BE.
