[CW] 30m band

Can anyone bring me up to speed on our status on 30m,
i.e. are we still 
considered secondary users of the band? On another
note, if you're into 
looking for so called  "spy numbers" stations 30m is a
hotbed 
particularly during the hours of 0500Z to 1100Z, CW 5
digit codes and also SSB.
