Regarding my previous message,  I forgot to mention that we must
actually propose something in our proposal.  I would suggest, along with
no changes to the morse requirement,  increased testing on DSP techniques
phase shift and other spectrum efficient modes of operation.  Of course I realize
that is now out of the FCC's hands.  In a perfect world,
I would combine this with a call for quicker response to r&r violations, stiffer
fines,  clamping down on 10m trucker radio sales,  and remote hf base operations.

And can someone find me a bigger coffee cup?  hi...
