For crying out loud.  Now we are gonna have to be "licensed" to be a 
"mentor."  
Frankly, if a club or group is not already doing such, this aint gonna push 
them to do it.  If you cant persuade people to do something as a volunteer, 
then legislate it?


Defining subbands by bandwidth versus modes sounds good to a point.  I hope 
they dont say that CW and Digi modes are part of one subband though.  Can you 
imagine having to put up with digital on top of every cw signal on the band?
