[CW] Exclusive CW Bands?

It seems pretty clear to me.  "CW/Data-Exclusive HF Subbands" means subbands 
where only CW and data are allowed.  CW is allowed over the rest of the 
bands too (the "phone" portions), but generally data modes are prohibited 
there, and CW shares with wideband modes and is not "exclusive."
