[CW] Exclusive CW Bands?

Let's look at the actual wording:

 "Proposed CW/Data-Exclusive HF Subbands"

You take that to mean that CW won't be allowed elsewhere.

I take it to mean that CW will be allowed everywhere, but not phone.

You can use digital voice in the 'phone (not SSB) subbands, too.

I don't see it that way at all. But I see how it could be unclear.

Seems to me the best thing to do is simply ask the "Executive Committee" 
exactly what they mean by "CW/Data-Exclusive HF Subbands".

I'll do it, soon as I can figure out who the "Executive Committee" really is.

On an unrelated issue....

Note that the proposal would give not only more HF 'phone to Novices, but 
also
digital. That's a good thing, I think.
