   That's the plan, it was very effective at keeping the HAM bands
filed only the best operators, it certainly reduces the numbers of
beginners we must encounter to a small value.
It also means every current NOVICE licensed HAM must upgrade
quickly or go silent.
   (be sure to keep them in small noisy crowded with BC stations
parts of the bands, they haven't proven they deserve good bands,
like we have)
   We don't have any room on our bands for those that have trouble
upgrading, this will keep only the best operators the rest can
buy 11 meter equipment and a 3 kilo-Watt amplifier, as those
kinds of people have for the last 46 years.  (or so)
