This may sound terribly naive, but in this "computer age" it wouldn't
be at all difficult to record 30-60 seconds of audio from poorly
operating stations, such as we have all heard and post those audio
clips on the Web in some sort of "Hall of Shame".

It wouldn't stop the criminally insane but perhaps a little peer
pressure would go a long way toward solving this problem?
