MODIFICATION OF MY PROPOSAL!
Come to think of it, the both levels should have a sheet of rules to read.
Then only the Extra should have the exam.
General - applies for permit, reads the rules, equipment is type accepted.
All amateur frequencies and modes, 100 watts maximum. Radios putting out 10
watts or less are exempt from type acceptance and can be made or repaired by
anyone. Permit is 5 year renewable. (Obviously ALL current licensees are
eligable!)
Current Extras given 5 years to upgrade.
Extra takes the GROL and the 2nd telegraph! They also have to read the
permit handout about the rules and regulations.
Extra is LIFETIME license.
Extra (because of GROL and T2) can fix radios, the others can't. Extra can
have 1.5 kW, the others 100 watts. Extra can build own equipment.
No SUBDIVISIONS on the bands!
Whee! FCC now has ZERO ham exams, but ham radio has a higher standard!
