When the Tech lost its code test in 1991, the FCC initially made no 
distinction. 
Due to the complaints from ARRL and others, the "Tech Plus" class was 
invented, but it wasn't until almost 1994 that the FCC was completely set up to make 
the distinction. So there were many codetested Techs who renewed or earned 
their licenses in the 1991-1993 period whose licenses simply said "Technician".

If asked, FCC would issue a license that said "Technician Plus" if the 
licensee asked.

Since April 15, 2000, FCC has been renewing Tech Pluses as Techs. That's a 
major reason the number of Techs has soard in the past 4 years. A Tech Plus is 
expected to hold onto his/her old license or other documentation to show their 
codetested status. 

Of course since April 15, 2000, upgrading to General has required only a 35 
question written exam. Yet most Tech Pluses haven't upgraded. So maybe it 
wasn't the 13 wpm code test that was such a problem...
