George,

It's called "incentive" licensing (I guess).
Makes one wonder where our hobby is going, doesn't it?
I can just hear it now when the "new" Extras have to take a CW 5 WPM (test?)
and they start complaining that "such and such" didn't have to take the CW
because they were "grandfathered in".  How do we solve that problem?
Simple, just eliminate the CW requirement altogether!
