[CW] FCC degrades Radio Officers

I very seldom get on the list because I am not a arguing type of guy but I
have to side with Mr. Ring 100%.  If I had busted my behind to get a 1st
class radioman ticket for maritime use I would REALLY be PO'd if somebody
had wrangeled their way in by way of the Queen Mary considering the
difficulty of the exam criteria.
