I guess the first question to ask is whether or not the FCC considers the
QM to be a ship.  It certainly meets the physical definition of the word,
but I don't know what the FCC would class it as.

That depends.  If the FCC consders the W6RO club station to be located on
a "ship" (by their definiton) and he came in on weekends to run the
station, then by my inexpert measure he's _technically_ fulfilled the
requirement.
