Further to my last post:

My point is that a Radio Operator should be qualified to do what Radio
Operator's do.

Services (CB, Marine Radio, FRS, etc.) that don't require any skills to
demonstrate are given "permits".

The radios are locked in frequency, no adjustments are able to be made by
the user, either audio, or RF.

Is this what you want?

Incidentally, you can operate CW on the CB band using the unlicensed (Part
15?) which specifically permits CW operation there without a license using
the power and antenna restrictions in that part of the regulations, also
there is a non-license part in the LF spectrum (136 kHz?).
