I misunderstood your message, it appeared to me that your message was his
reply.

You might ask him directly if he can show you what proceedures are in place
in the ARRL consititution (as amended) and forward this to you.

I notice now, he skirted your question on his position.

My reply would have been:  I believe this is the best for ham radio...

A representative form of government does NOT mean that the representative
must do what his constituants want.  He should do what he feels is best, and
then the constituants can democratically elect (or unelect) him.  It is a
democratically elected representative government, and not a democracy.

But he sure isn't being forthright.
