[CW] retention of CW testing.

The more I think about for CW testing I feel that as the amateur community
we should partition the FCC and opt for a greater program for technical expertise for all new
hams.  We need more technically informed hams who will develop the new ideas in the
electronics field.  Ham radio was once the fore runner of new ideas but has slowly
dropped to a "has been" in the area of invention.  Granted CW is a nice mode to know
but the world does not hinge on knowing CW to survive.
