[CW] ARRL CW Survey

I assume it's driven through the field organization.  At least here in Great
Lakes, our director emailed everyone on his list a few months ago inquiring
where he thought the League should stand.  I think a pretty large fraction
of the League members in the Division get his emails.  I don't know how it
is in other Divisions, however.  I have at least some evidence that Great
Lakes is a bit of an outlier.
