After no reply from Russia, I'll try to clarify the question as we all had
the same situation in all Eastern Europe.
No, CW was not taught in any school and CW was not universally known. However
there was very wide net of state maintained radioclubs - naturally in any big
town, as well in universities, companies, e.t.c. In late 70's there were
between 10 and 20 clubs in Sofia for pop 1 million. Each club's chief was
state employee, as well as the national organisation staff. Most of the
clubs run code classes as well as radiotech/electronics classes for would be
hams. Besides, some of the clubs prepared some high scholl boys, which were
designated for radio ops by the recruitment commission. They entered the army
with 12 wpm and spared several months training there.
