I understand and agree with this interpretation of the 1936 statements. I
cut my amateur radio teeth on a bunch of old QSTs from the 35-40 era when
the ARRL was very much attuned to those basic principles. In many ways, I
have been disappointed to see ARRL change over the years from those virgin
beginnings, but "the times they are a'changin'" to quote the popular folk
song.
