you are correct  the arrl lost  4000 members last year along. and this is 
from their records..
you or anyone else as a member CAN by art. # 7 of the bylaws by sending a 
letter signed by you and another member to HQ can call for a RECALL of you 
division director. the arrl must honor the recall you then have i think it 
is  30 or 90 days to get your request signed by 70 % of the division 
members and a recall will be held. .
i am not at my desk at work so i do not have the entire wording of # 7 in 
front of me but you can get it off the arrl website unless they have 
removed it in the past week.. hi hi. I know there are a few like D.R. who 
now it by heart.. that can give you all the numbers
